The below is for anyone who is iffy on how to start an icon.

Start off with a blank 100X100 canvas. You can make one by going to File->New. Make the width and height 100 and make sure that you are using Pixels and RGB color

Open your chosen image.I try to always use as high quality pictures as possible. For this icon, I used THIS picture of Jared Leto.

There are about a million ways to do everything in photoshop.
I use the MOVE tool to drag the picture onto my blank canvas. From there I use transform (CTRL T) to crop it to the size I want. Holding the SHIFT key while you change the size helps it keep it from getting skewered.
*****************************************************************

Start with your base. Photo Sharing and Video Hosting at Photobucket
1. And take the SHARPEN TOOL and make Jared's already amazing eyes stand out just a touch more.

2. Make a new blank layer,(CTRL, SHIFT, N) and fill it with Photo Sharing and Video Hosting at Photobucket (08223d) Set this layer to Lighten, 100% opacity. The change is just percetable enough for my O.C.D. to adore.
Your icon should now look like this.

3. Duplicate your previous color layer. Photo Sharing and Video Hosting at Photobucket Set this new one to Color Dodge, 100 percent Opacity. Now this color layer, the change is more obvious, and brightens up the whole icon.

4.Make a new blank layer (CTRL, SHIFT, N) and fill it with Photo Sharing and Video Hosting at Photobucket (cdfafd) Set this to Color Burn, 100% opacity. This color layer darkens the icon just a tad, but brings out the blue and other colors enough to make up for it.
You should now have this.

5. Add this texture Photo Sharing and Video Hosting at Photobucket (not sure who made it, if it was you lemme know so I can credit.) and set it to Color Burn, 100% opacity, leaving you with this. The texture darkens the icon even more, but it works terrifically with Jared's skin tone and the personality of this picture.

6. The last texture to add is this one, Photo Sharing and Video Hosting at Photobucket (again, don't know who made this, if it ws you lemme know so I can credit.) Set this one to screen, 50% opacity. Scratchy/grunge effects are love. Need I say more?

And voila! Your done!
